Move Occurrent to new infrastructure

Hi, 

I saw the tweet by Brian Fox mentioning that if your project frequently experiences timeout issues when syncing to maven central then one should open a new ticket to request being moved to the "new infrastructure". This is what I'm requesting with this issue for the Occurrent project. It consists (currently) of 94 maven modules and it virtually always times out when I run "mvn release". It's very time-consuming and makes it quite an effort every time I want to make a new release. Here's an example of the error message:

The group id is "org.occurrent".
