Staging Repos are often split even though IP is static

      Hi,

      in the last few months, we often had our staging repositories split up into multiple repositories. This forced us to repeatedly reupload our release in december, because we could not close/promote those repositories.

      We're running into this problem quite frequently, so I did some research and found another issue saying a new staging repository would be created for a new combination of user, IP and groupID.

      None of these 3 values are changing, our IP is static (see relevant bugzilla and screenshots) and username / groupID are obviously static as well.

      To help investigation of this issue, the screenshotted repositories are still present.
