Increase upload limit from 1024MB

Not sure of the procedure for this - assuming raising is a ticket is correct procedure; if not please advise of the appropriate approach.

In regards recent new project: OSSRH-48762

The dark-matter jars are coming in above the usual 1024MB limit

dark-matter-data 3.0.11.jar ~ 5.5MB

dark-matter-data sources ~ 4.7MB

dark-matter-mvw 2.0.2.jar ~1.4MB

It is not expected that these projects will increase much in size - eventually, a refactor may significantly reduce the size. For now, however, they contain significant amounts of generated code and code generation code.

Haven't created javadoc yet - but assuming it will be significant in size as well.
