      The default ruleset for com.ibm.db2 should be "Central Commercial"

      I'm preparing a set of artifacts requiring access to groupid:
      "com.ibm.db2"

      There are multiple artifact ids are planned under com.ibm.db2.

      These are jars used in a public build/test java/jdbc application connection to db2 luw server.
      Rocket software is an IBM partner. IBM contact for the jar upload is Michael D Connor <connomon@us.ibm.com>. For any queries regarding the jar upload to com.ibm organization please contact Michael.
