Release upload succeeded, staging repository not visible

Context:

During the release process for https://github.com/Jasig/maven-notice-plugin

The maven release plugin shows the upload from `mvn release:perform` as successful (see attached success.txt)

However the artifact is not showing on the https://oss.sonatype.org/#stagingRepositories page.

Additional Context:

I believe I access to release any of the org.jasig.* repositories.
I was able to release using `mvn release:prepare` and `mvn release:perform` at https://github.com/Jasig/AnnouncementsPortlet shortly before starting the maven-notice-plugin.

 
Question:

Any ideas on what is going on here?
My guess is incorrect permissions may be set.
