Publish Jenkins-related archetypes to Central

      Description

      We are working on refactoring and expanding Maven archetypes originally published in https://github.com/jenkinsci/maven-hpi-plugin/tree/master/hpi-archetype to be available on Central rather than a special repository where they are hard to find. We will be using a new groupId. Please synch to Central.
