Description
A repository may consist of several logical targets that need to be used for permission control (perhaps other features later). For example, of the entire central maven repository, under /org/apache/maven, we may want to give special access to the Maven PMC or developers. To do this, we must first define what "Maven" controls. This will probably consist of a regular expression, or set of regular expressions that match paths...very similar to the existing routing rules (in fact this may be collapsed in to the target).
These targets must be editable and deletable.
The targets must have a name.
