Capability state does not match button

      Description

      While testing NEXUS-8247, I went to enable a Capability and noticed that the state changed to "Active" not "Enabled".
      Weirdly, "Disable"/"Disabled" matches up, so I decided to file for evaluation.
      This is NOT new in Nexus 3, however, in Nexus 2 there's a big graphic saying active and no enable/disable button (only the checkbox and on different tabs) so it's less obvious.
