Ability to temporarily remove rules from ruleset missing in NX3

While reviewing NX2, I noticed on the staging rules there was a little checkbox on edit that you could disable rules within the ruleset. This appears to be gone in NX3 (SNAPSHOT), replacing by a list of available/selected.

I assumed this was intentional but relayed to the team to be sure. Peter responded:
"The use case is you need to temporarily bypass rule(s) with the intention of re-enabling them after a staging operation is complete. The checkbox helps avoid trying to remember which ones you deleted."

I am filing to have this functionality re-evaluated and restored.
