prompt admin user to enable analytics

      Description

      On first login to the UI, it would be great if the Nexus admin user ( or any Administrator? ) was prompted to enable Analytics.

      A dialog could be presented asking the same questions as presented on the Analytics Settings tab.

      possible answer buttons:

      Yes, Enable It
      No, Don't Remind me.
      Remind Me Later ( prompt on next login )

      I don't expect Analytics to be enabled much unless we ask.
