Capability description should always get refreshed from component when loading

      Description

      Right now the capability description, which is auto generated, is stored in the configuration file. If the capability code changes and the configuration is the same (ie. no need to reconfigure to trigger save) then the description can't update to reflect any changes.

      Perhaps description asis now since its generated shouldn't be persisted at all?
