PGP and new version check settings can't be changed under IE7 & IE8

    Description

      Saving changes to PGP servers or "new version availability" under IE7 & IE8 has no effect.

      I do not see the "pgp" and "lvo_config" REST endpoints called.

      These do work under firefox.
