Layout of user configuration screen looks unprofessional

There are a few problems with the new user configuration screen:

1) Help icon for "Status" is not aligned correctly
2) It seems like there should be some sort of header above the roles table, it looks out of place.
3) There is a horizontal scrollbar in the roles table even though there is nothing to scroll.
