Scheduled task UI for cron jobs needs to show time zone offset

      Description

      When you create a scheduled task via cron job it uses the local time zone of the user's web browser for the UTC offset.

      This leads to a very confusing experience for users in other time zones. The next and previous run times shown for the task will only match the cron expression when viewed in the time zone they were originally created in.  There is no way to see what time zone the cron expression was created against.

      Expected: Add an explicit field in the UI which shows the time zone offset of the cron expression, and allows overriding it.   This will make it obvious to anyone looking at the task's configuration when it is going to run.  For a newly created task this should be pre-populated with the local time zone offset as obtained from the web browser.
