Group level cache is not cleared when routing rules are changed

If you add a new routing rule to a maven repository that is a member of a group repository the group's cache is not cleared. It will continue to serve content based on the state of the instance before the routing rule was applied until you manually invalidate the group repository's caches.

Expected: If routing rules are added or removed for any of the group repository's members the group level cache should be automatically invalidated.
