IQ policy violations column displays "Loading" for non-admin user

      Description

      The IQ policy violations column in the browse UI appears to show "Loading..." indefinitely when viewed by a non-admin user.

      To reproduce:
      1. Configure an NX3 instance for Firewall - enable audit/quarantine on a few proxy repos.

      2. Create a user and assign it the following privs:

      nx-iq-violation-summary-read
      nx-repository-view-*-*-browse
      nx-repository-view-*-*-read
      

      3. Login to the UI with this user and go to the browse UI.

      Expected
      IQ Policy Violations column correctly shows violations for given proxy repo.

      Actual
      IQ Policy Violations column continues to show "Loading...".

      Workaround
      Assign users the nx-repository-admin-*-*-read privilege which will allow them to see the repositories page (read access only) where the IQ violations column does appear to be loading correctly.
