include the db migration tool with the repository distribution

      Description

      The DB migrator is shipped as a stand alone tool that must be downloaded, put in the correct place, and use the correct version of java to run.

      Expected

      For ease of use, include the tool with repository manager distribution and version it the same as repository manager, and also make it easy to run in place alongside NXRM.
