problems downloading Outreach/Welcome content can lead to confusing UI messages

The Welcome page in NXRM 3 is populated with content using Outreach requests to https://links.sonatype.com and other Sonatype domains. If these backend requests timeout due to firewall issues, then UI users can see confusing error messages that suggest other core parts of the NXRM 3 UI are broken.

For timeouts the user will see users will see popups in NXRM 3 with a message “Operation failed as server could not be contacted.”

Expected

Suppress any visible UI error messages when backend requests for Outreach content take too long or error. Keep logging such errors in the nexus.log.
