Granular permission to change users passwords

As an administrator of NXRM, I want the ability to granularly assign permissions to all features in NXRM. I do not want to be forced to choose between giving nx-all (admin) privilege or being responsible for carrying out the behavior myself.
As an administrator of users in NXRM, I want the ability to change a users password.
Currently it seems this ability is available only to nx-all (admin) users.
