Cleanup Policy Notes field should be marked as optional

I noticed that when creating a content selector, the description section has small italic helper text to the right of the field name saying Optional.
I subsequently noticed that when creating a cleanup policy, the notes section does not have this helper text even though the field is indeed optional.
