Update 'Relocating Blob Stores' for S3

Background

Whenever customers clone a production NXRM (e.g. to test a backup, as part of DR, or to use a copy for scalability testing), the clone will be pointing to the same S3 blob stores as the original. This creates a dangerous situation where a test instance may be pointing to a production S3 bucket.

Acceptance

• Develop a procedure for safely redefining S3 blob stores to point to different S3 buckets
• Ideally while NXRM is offline (so there's no race to redefine anything before NXRM starts cleanup or whatever)
