REST Routing Rules requires description, UI doesn't

When creating a Routing Rule via REST, I noticed that description was required. It is not required via the UI, so this is confusing to me.
Aside, the field is red starred as required, which surprised me but turns out is not lying.
If this is fixed, also consider denoting which fields are required in the model instead (as other REST areas do).

In case not clear, I assume this is a bug in REST as I see no reason to require description (it's not in many of our other areas).
