Allow Snapshot GAVs to have multiple segments when rebuilding metadata

When fixing https://issues.sonatype.org/browse/NEXUS-24098 we found the safest way to fix this was to add knowledge to the maven code of specific extensions we want to support. We found adding support for all possible multi-part extensions would require carefully handling maven classifiers.

This ticket is to replace that with a more generic solution that supports all multi-part extension types.
