Add capability to customize the help menu in the UI

Presently the help menu in the UI is hardcoded to Sonatype-specific links for documentation, support, etc. This tends to mislead users and cause confusion as we have our own internal systems for documentation, guides, support, etc.

As a company using NXRM PRO, we would like to be able to customize these links to be specific to our internal resources.

For example:

A capability (similar to Brand Management) where we can add/edit/remove menus items by providing an icon image, entry text, and hover text.
