Disabling 'Outreach: Management' doesn't remove Welcome tab

      Description

      If the Outreach: Management capability is disabled the Welcome tab remains, blank, as the default landing page.

      This results in a very poor user-experience as many people don't realize they need to click Browse and think that Nexus is broken or they don't have access.

      Expected

      Disabling Outreach: Management should remove the Welcome tab and use Browse as the index instead.
