setting tags in URL for uploading via maven/gradle/ivy

    Description

      The REST API provides POST request for the component API with parameters to set tag during upload. Customer would prefer a way to craft the URL to include the tag info so that a maven/gradle/ivy upload would apply the tag implicitly.
