Cannot disable capability by unchecking the checkbox

      Description

      Steps to reproduce:
      1. Go to Administration > Capabilities and select select any enabled capability, e.g., UI: Settings
      2. Uncheck the Enable this capability checkbox
      3. Press Save

      What happens:
      The settings are not saved and the Enable this capability checkbox is marked with an error message may not be null.

      What should happen:
      The settings should be saved and the capability should be disabled.

      Workaround:
      Use the Disable button instead.
