Provide UI controls to bounce the NXRM lifecycle

    Description

      I've been working on a service and associated console command that would let admins 'bounce' the NXRM lifecycle. For example, take it down to the STORAGE phase and back up to TASKS. This would let admins restart particular services or reset in-memory caches without doing a full reboot, which might be necessary for example after manually forcing a node to re-sync with the cluster.

      PS. I couldn't find a component that relates to the 'container' or 'system' so chose 'configuration'
