Rubygems metadata shows time when no time is used

    Description

      I noticed that the "created at" field for Rubygems metadata shows "YYYY-MM-DD 00:00:00.000000000 +0000". No time is entered into Rubygems on creation that would allow for a time, yet we are displaying one anyway (see attached).
      Filing to have it just show day as that is what we are getting from them.
