Upload maven-releases button disabled

      Description

      When trying to upload a new maven-release (http://localhost:8081/#browse/upload:maven-releases) the Upload button remains disabled even though it shouldn't if these steps are followed:

      1. Go to http://localhost:8081/#browse/upload:maven-releases
      2. Select an XML file
      3. Set the Extension field value to pom
