Add privilege that controls access to IQ component details

I've granted every privilege in Nexus 3 that there is to a user, and they still do not have permissions to view IQ component details.

It should be possible for a non-admin user to view the IQ component details when looking at a component.  Currently the only way I can get access is to give the user the "nx-admin" role.

This was tested in both Nexus 3.8.0.

A support zip with my test configuration is attached, the test user has credentials "test:test".
