NuGet metadata download count can be less than nuget.org

      Description

      I noticed that when I downloaded https://www.nuget.org/packages/System.Data.SQLite/ into my NXRM3 that the download_count field in the metadata showed 1 less than nuget.org. This is noteworthy because I loaded nuget.org first. Were it 1 more, I'd say maybe someone had downloaded it since.
      I verified this as a non-regression from what I was testing so am filing seperately.

      This was reproducable when I tried the next day (and the counts were different). I also noticed the same behavior from https://www.nuget.org/packages/MySql.Data/8.0.8-dmr (off by 6). It is noteworthy this does not seem to be affecting all packages. I tested a handful in the ticket I was working on and these are the only two I noticed, though I was checking metadata for them all. If you need a "good" package, see that ticket.

      I am marking minor because I am skeptical this metadata being exact has major value. Will let others speak up if they disagree. 1 & 6 out of millions is "pretty close".
