Ensure Scheduled Task state is consistent after system reboot

      Description

      Because we're storing Scheduled Task progress data in a db there is a potential where if the system is brought down (kill -9 for example) the Task state could indicate that it is still running after bringing the system back up. We should be able to detect and update this state accordingly on a system restart to ensure that Tasks can then recover from this incorrect state and be run/edited/deleted properly.
