throw a meaningful error when using 'register' instead of 'upload' for pypi

      While trying to get pypi going in nexus3 I was (erroneously) issuing a register command (from both twine and setup.py) and getting a 500 error.

      While register is not required by nexus it is commonly found in instructions(https://docs.python.org/2/distutils/packageindex.html) for main public pypi. A meaningful error message and/or perhaps a note in the docs would be helpful for others who make the same mistake.
